Abstract:
The present paper describes two thirty-year efforts related to the
systematic training of scientific researchers in an Argentinean Public University:
the Research Council of the National University of Rosario, the so called
CIUNR, and the Scientific Researcher Career of that University, usual named
as CIC-UNR. The structure, function and impact of both enterprises are detailed
as being especially suitable for other developing countries in the world.
The Research Council, an autonomic entity for research promotion, administers and manages the Scientific Researcher Career. It also advises on
science and technology to the authorities of the University and coordinates
actions with the Secretariat for Science and Technology. The Scientific Researcher Career has six categories: the first three are
called F, E and D and are equivalent to Junior Researcher, Assistant
Researcher and Associate Researcher, respectively. The last three categories
are the higher ones and are called C, B and A, equivalent to Independent,
Principal and Senior Researchers, respectively. These higher categories are
related with the direction of researchers. Each category has particular
requirements in relation to the skills and attitudes expected from the researcher.
The relevant consequences and the impact generated by both enterprises
throughout more than three decades are outlined below.
